Below are the instructions given to researchers who coded the responses to the open-ended question. Keywords listed with each code represent examples indicating how a unit of information could be coded and are not a complete list of all concepts per code.<\/em><\/p>\n\n\n\n

We asked respondents in 24 countries what they think would help improve the way democracy is working in their country. In their responses, people mention a variety of reforms, cultural changes and personal actions. Through this coding process, we are categorizing responses based on the types of changes <\/em>mentioned.<\/p>\n\n\n\n

First, determine if the response answers the question<\/strong>. If the response only references not having or knowing an answer (e.g., \u201cI don\u2019t know\u201d or \u201cI don\u2019t want to answer\u201d), select Don\u2019t know\/refused<\/em> and move on to the next response. Likewise, if the response is unintelligible, select Don\u2019t know\/refused<\/em> and move on to the next response.<\/p>\n\n\n\n

For all other responses, continue through the rest of the codebook<\/strong>. Responses are composed of units of information \u2013 words, short phrases or statements that tell you something \u2013 and a response may contain multiple units that each belong to a separate category. Please break each response into discrete units to code one at a time. If the response contains reasoning or explanation for one distinct thought, code the singular thought.<\/p>\n\n\n\n

If the unit of information is substantive but does not easily fit into any of the substantive code options, please consider the scope <\/em>and\/or subject <\/em>of the unit. Consider the following guidelines:<\/p>\n\n\n\n

  1. If the unit addresses a large-scale, system-level issue, choose Government reform.<\/em><\/li>\n\n\n\n
  2. If the unit addresses individuals in political leadership, choose Politicians.<\/em><\/li>\n\n\n\n
  3. If the unit uses \u201cwe\u201d or addresses individuals who are not in political leadership, choose Citizen quality.<\/em><\/li>\n\n\n\n
  4. Only if the subject of the unit and<\/strong> the intent of the answer is unclear should Other <\/em>be selected.<\/li>\n<\/ol>\n\n\n\n

    If you are unsure how to categorize a particular unit, please provide an English translation of the response and\/or add a comment.<\/p>\n\n\n\n
