Legislatures in several <a href=\"https:\/\/www.cnn.com\/2019\/05\/07\/politics\/oregon-vaccine-bill\/index.html\">other states<\/a> are considering similar legislation. Most states (44), however, allow children to be exempt from vaccinations due to religious concerns, according to a Pew Research Center analysis. And one state, Minnesota, allows for a broader exemption based on personal beliefs but does not explicitly mention religion.<\/p>\n\n<p class=\"wp-block-paragraph\">The action in New York came after the state became the center of a nationwide measles outbreak that has sickened <a href=\"https:\/\/www.cdc.gov\/measles\/cases-outbreaks.html\">more than 1,000 Americans in 28 states<\/a> so far this year. Opponents say the laws infringe on parental rights, as well as religious and other personal liberties.<\/p>\n\n<p class=\"wp-block-paragraph\"><!--more--><\/p>\n\n<p class=\"wp-block-paragraph\">All states require children to receive certain vaccinations before entering public school, but every state also allows exemptions for children who cannot be vaccinated for medical reasons. Among the states that specifically allow religious exemptions to vaccinations, 15 also allow exemptions for any type of nonreligious personal belief, according to the Center\u2019s analysis.<\/p>\n\n<p class=\"wp-block-paragraph\">(This analysis counts Maine as not allowing nonmedical exemptions, though its <a href=\"http:\/\/legislature.maine.gov\/bills\/getPDF.asp?paper=HP0586&amp;item=5&amp;snum=129\">newly signed law<\/a> doesn\u2019t take effect until September 2021. Washington state is included as allowing personal exemptions, but as of July 28 the measles, mumps and rubella vaccine <a href=\"https:\/\/www.doh.wa.gov\/CommunityandEnvironment\/Schools\/Immunization\/ExemptionLawChange\">may only be waived<\/a> for medical or religious reasons. Not counted is the District of Columbia, which allows religious, but not personal, exemptions.)<\/p>\n\n<p class=\"wp-block-paragraph\">While a number of states have banned nonmedical exceptions, others have imposed rigorous requirements for parents seeking nonmedical exemptions for their children. For example, in <a href=\"http:\/\/dhhs.ne.gov\/Pages\/School-Immunization.aspx\">Nebraska<\/a>, parents must submit \u201can affidavit signed by a legally authorized representative stating that the immunization conflicts with the tenets and practices of a recognized religious denomination of which the student is a member.\u201d<\/p>\n\n<p class=\"wp-block-paragraph\">Several states, including <a href=\"https:\/\/dphhs.mt.gov\/Portals\/85\/publichealth\/documents\/Immunization\/2017\/ReligiousExemptionForm2015.pdf\">Montana<\/a> and <a href=\"https:\/\/www.doe.k12.de.us\/Page\/2871\">Delaware<\/a>, require notarized statements. And many states require that parents look at educational material about the safety and importance of vaccines, including <a href=\"https:\/\/www.oregon.gov\/oha\/ph\/PreventionWellness\/VaccinesImmunization\/GettingImmunized\/Pages\/non-medical-exemption.aspx\">Oregon<\/a>, which requires parents to obtain a \u201cvaccine education certificate,\u201d either from a health care provider or by viewing an online seminar, before their child can be exempted.<\/p>\n\n<p class=\"wp-block-paragraph\">At least three states also specify that \u201cphilosophical\u201d arguments must\u00a0<em>not<\/em>\u00a0be cited as a basis for granting a religious exemption. For instance, <a href=\"http:\/\/dhss.alaska.gov\/dph\/Epi\/iz\/Documents\/factsheet\/AlaskaSchoolandChildCareImmunizationsRequiremntsPacket.pdf\">Alaska<\/a> law states that \u201cstatements indicating philosophical or personal opposition to vaccines will invalidate religious exemption documentation.\u201d But in many states it\u2019s impossible to know what grounds people cite in applying for religious exemptions, since most states allowing such an exemption do not require parents to provide a detailed reason for claiming it.<\/p>\n\n<p class=\"wp-block-paragraph\">Even though 44 states allow religious exemptions for vaccinations, researchers and journalists have struggled to identify a single major U.S. religious group that advocates against vaccination for children. When some of these exemptions were first put in place in the 1960s and 1970s, they were added \u201cat least in part owing to the lobbying efforts of the Christian Science Church,\u201d according to <a href=\"https:\/\/www.annualreviews.org\/doi\/full\/10.1146\/annurev-publhealth-032013-182452\">an article<\/a> in the Annual Review of Public Health by Douglas Diekema, a doctor and bioethicist at Seattle Children\u2019s Hospital. But although the Christian Science Church is known for its practice of healing through prayer, <a href=\"https:\/\/cstesting.christianscience.com\/press-room\/a-christian-scientist-s-perspective-on-vaccination-and-public-health\">it does not advocate<\/a> that its members refrain from vaccinating children.<\/p>\n\n<p class=\"wp-block-paragraph\">Some components of vaccines <a href=\"https:\/\/www.nytimes.com\/2019\/04\/26\/health\/measles-vaccination-jews-muslims-catholics.html\">have prompted<\/a> other religious concerns. Certain vaccines \u2013 including some measles, mumps and rubella (MMR) and varicella, or chickenpox, vaccines \u2013 contain gelatin, which is derived from pigs. Many Jews and Muslims do not consume swine products. However, religious authorities from Judaism and Islam have said the vaccines are permissible.<\/p>\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.ncbcenter.org\/resources\/frequently-asked-questions\/use-vaccines\/\">Catholic Church<\/a> has sanctioned the \u201ctemporary\u201d use of vaccines, such as some rubella vaccines, which may be developed from descendant cells of tissue from aborted fetuses. But the church also encourages followers to seek out alternative vaccines that do not use such cells.<\/p>\n\n<p class=\"wp-block-paragraph\"><em>Note:<\/em>\u00a0<em>This\u00a0is an update of a post
