(Joshua Lott\/AFP\/Getty Images)<\/figcaption><\/figure><\/figure>\n\n<p class=\"p1 wp-block-paragraph\"><span class=\"s1\">The number of Muslim refugees admitted to the United States in the first half of fiscal 2018 has dropped from the previous year more than any other religious group, falling to nearly 1,800 compared with the roughly 22,900 admitted in all of fiscal 2017<\/span><span class=\"s2\">, according to a Pew Research Center analysis of\u00a0<a href=\"http:\/\/www.wrapsnet.org\/\"><span class=\"s3\">U.S. State Department data<\/span><\/a><\/span><span class=\"s1\">. The low point in Muslim admissions was set in the year after the Sept. 11 terrorist attacks.<\/span><\/p>\n\n<figure class=\"wp-block-image alignright\"><a class=\"image-box\" href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/2018\/05\/03\/the-number-of-refugees-admitted-to-the-u-s-has-fallen-especially-among-muslims\/ft_18-04-20_refugeereligion\/\" rel=\"attachment wp-att-302103\"><img data-dominant-color=\"d9e1e0\" data-has-transparency=\"false\" style=\"--dominant-color: #d9e1e0;\" loading=\"lazy\" decoding=\"async\" width=\"420\" height=\"497\"  srcset=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2018\/05\/FT_18.04.20_RefugeeReligion.png?resize=420,497 420w\" sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" class=\"wp-image-22140 not-transparent\" src=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2018\/05\/FT_18.04.20_RefugeeReligion.png\" alt=\"\" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">The reduction in Muslim refugee admissions is part of an overall slowdown in admissions. About 10,500 refugees, including about 6,700 Christians, entered the U.S. from Oct. 1, 2017, to March 31, 2018 \u2013 far behind the 39,100 admissions at this point in fiscal 2017 (<span class=\"s1\">including <\/span><span class=\"s2\">18,500 Muslims and 16,900 Christians<\/span>). As a result of these changes, Christians account for a far larger share of refugees admitted than Muslims the first half of fiscal 2018 (63% vs. 17%).\u00a0<span class=\"s1\">By comparison, <\/span><span class=\"s2\">in full fiscal 2017<\/span><span class=\"s1\"> Christians (47%) and Muslims (43%) were more evenly split, and in fiscal 2016 the Muslim share (46%) slightly exceeded the Christian share (44%).<\/span><\/p>\n\n<p class=\"wp-block-paragraph\">The number of refugees who enter the U.S. in fiscal 2018 is expected to fall below the previous year\u2019s total (53,700) because President Donald Trump\u2019s administration <a href=\"https:\/\/www.npr.org\/2017\/09\/27\/554046980\/trump-administration-to-drop-refugee-cap-to-45-000-lowest-in-years\">capped admissions<\/a> at 45,000 this year, the lowest since Congress created the <a href=\"https:\/\/www.acf.hhs.gov\/orr\/about\/history\">current refugee program in 1980<\/a> for those fleeing persecution in their home countries. The slower pace of U.S. refugee admissions in fiscal 2018 is also due to the fact that the current administration <a href=\"https:\/\/www.washingtonpost.com\/world\/national-security\/us-to-accept-refugees-again-with-tougher-screening-for-high-risk-applicants\/2017\/10\/24\/c6010d4a-b8e4-11e7-be94-fabb0f1e9ffb_story.html\">restricted admissions<\/a> for several months as part of a review that resulted in tougher <a href=\"https:\/\/www.cnn.com\/2018\/04\/18\/politics\/us-syria-refugees\/index.html\">security screening measures<\/a>. Refugee admissions fully resumed in <a href=\"https:\/\/www.washingtonpost.com\/world\/national-security\/us-lifts-ban-on-refugees-from-high-risk-nations-but-pledges-tougher-scrutiny\/2018\/01\/29\/1c8a33f4-051a-11e8-8777-2a059f168dd2_story.html?utm_term=.117d89966ca4\">late January 2018<\/a>.<\/p>\n\n<p class=\"wp-block-paragraph\"><!--more--><\/p>\n\n<p class=\"wp-block-paragraph\">The lowered cap is one of <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/2018\/02\/26\/key-facts-about-u-s-immigration-policies-and-proposed-changes\">several changes<\/a> to the U.S. immigration system pursued by the Trump administration. Some immigration proposals, including those involving refugees, have been <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-12-21\/trump-s-so-called-judge-set-to-review-11-nation-refugee-ban\">challenged in court<\/a> on grounds that they discriminate against Muslims. <a href=\"https:\/\/www.cnn.com\/2018\/04\/25\/politics\/supreme-court-travel-ban-hearing\/index.html\">In an ongoing case<\/a>, the Supreme Court has heard arguments on <a href=\"https:\/\/www.washingtonpost.com\/politics\/courts_law\/supreme-court-to-consider-trumps-travel-ban-and-the-presidents-authority\/2018\/04\/24\/7413b180-480a-11e8-8b5a-3b1697adcc2a_story.html\">travel restrictions<\/a> issued by Trump that critics say <a href=\"https:\/\/www.economist.com\/blogs\/democracyinamerica\/2018\/01\/travelling-ban\">illegally target<\/a> some prospective U.S. immigrants, including refugees, from certain countries based on religion.<\/p>\n\n<p class=\"wp-block-paragraph\">The makeup of U.S. refugees can shift within a year due to world events. For example, <a href=\"https:\/\/www.npr.org\/sections\/thetwo-way\/2016\/08\/05\/488896247\/u-s-is-on-target-to-accept-and-resettle-10-000-syrian-refugees\">large numbers of Muslim refugees<\/a> from Syria entered the U.S. during the latter half of fiscal 2016 due to the country\u2019s ongoing civil war. Muslim refugee admissions peaked that fiscal year at 38,900, exceeding the number of Christian refugees (37,500). The low for Muslim refugee admissions (6,100) came in fiscal 2002, when the U.S. <a href=\"https:\/\/2001-2009.state.gov\/g\/prm\/rls\/2003\/37906.htm\">largely suspended<\/a> refugee admissions for several months and tightened security measures following the 9\/11 attacks. (Fiscal 2002 is also the first year data on the religious affiliation of refugees became publicly available.)<\/p>\n\n<figure class=\"wp-block-image alignright\"><a class=\"image-box\" href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/2018\/05\/03\/the-number-of-refugees-admitted-to-the-u-s-has-fallen-especially-among-muslims\/ft_18-04-20_refugeereligion_country\/\" rel=\"attachment wp-att-302101\"><img data-dominant-color=\"e5e6e2\" data-has-transparency=\"false\" style=\"--dominant-color: #e5e6e2;\" loading=\"lazy\" decoding=\"async\" width=\"200\" height=\"468\"  srcset=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2018\/05\/FT_18.04.20_RefugeeReligion_country.png?resize=200,468 200w\" sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" class=\"wp-image-22122 not-transparent\" src=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2018\/05\/FT_18.04.20_RefugeeReligion_country.png\" alt=\"\" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">The origins of U.S. refugees in fiscal 2018 align with the shift in religious affiliation. No <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/religion\/2015\/04\/02\/religious-projection-table\/2010\/percent\/all\/\">Muslim-majority countries<\/a> are represented among the top five nationalities of refugees admitted so far this fiscal year. By contrast, three of the top five origin countries of refugees in fiscal 2017 had Muslim-majority populations \u2013 Iraq, Syria and Somalia.<\/p>\n\n<p class=\"wp-block-paragraph\">U.S. refugee admissions of Muslims stand in contrast to global refugee trends. For each year over the past decade, about two-thirds of refugees living outside of their birth country have come from Muslim-majority countries, according to a Pew Research Center analysis of United Nations High Commissioner for Refugees data.<\/p>\n\n<p class=\"wp-block-paragraph\">People seeking to enter the <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/global\/2017\/10\/12\/u-s-resettles-fewer-refugees-even-as-global-number-of-displaced-people-grows\/\">U.S. as refugees<\/a> are processed overseas, where they are asked a series of questions, including their religious affiliation. Upon approval of their application, refugees travel to the U.S. <a href=\"http:\/\/www.acf.hhs.gov\/orr\">for resettlement<\/a>. In the U.S., refugees are different from asylum seekers, who claim asylum while in the U.S. or at an airport or land border checkpoint.<\/p>","protected":false},"excerpt":{"rendered":"<p>The number of
