{"id":13123,"date":"2016-04-07T13:59:59","date_gmt":"2016-04-07T18:59:59","guid":{"rendered":"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/%year%\/%monthnum%\/%day%\/cost-of-living-disparities-within-states-complicate-minimum-wage-debate\/"},"modified":"2024-04-14T03:19:03","modified_gmt":"2024-04-14T08:19:03","slug":"cost-of-living-disparities-within-states-complicate-minimum-wage-debate","status":"publish","type":"short-read","link":"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/2016\/04\/07\/cost-of-living-disparities-within-states-complicate-minimum-wage-debate\/","title":{"rendered":"Cost-of-living disparities within states complicate minimum-wage debate"},"content":{"rendered":"<p class=\"wp-block-paragraph\">In the biggest victories to date for the national &#8220;Fight for $15&#8221; movement,\u00a0<a href=\"http:\/\/www.latimes.com\/politics\/essential\/la-pol-sac-essential-politics-20160401-htmlstory.html\" target=\"_blank\" rel=\"noopener noreferrer\">California<\/a> and <a href=\"http:\/\/www.nytimes.com\/2016\/04\/03\/opinion\/sunday\/how-the-15-minimum-wage-went-from-laughable-to-viable.html\" target=\"_blank\" rel=\"noopener noreferrer\">New York<\/a>\u00a0have passed legislation raising their state minimum wage to $15 an hour (though both will phase in the increase over several years).\u00a0Supporters of a higher\u00a0minimum wage hope the California and New York wins will give them momentum in <a href=\"http:\/\/www.usnews.com\/news\/business\/articles\/2016-04-01\/15-minimum-wage-movement-sets-sights-on-more-states\" target=\"_blank\" rel=\"noopener noreferrer\">several other states<\/a>\u00a0where the issue is pending.<\/p>\n\n<figure class=\"wp-block-image alignright\"><a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/ft_16-04-01_regionalprices_420\/\" rel=\"attachment wp-att-279125\"><img data-dominant-color=\"eef0ef\" data-has-transparency=\"false\" style=\"--dominant-color: #eef0ef;\" loading=\"lazy\" decoding=\"async\" width=\"420\" height=\"968\"  srcset=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2016\/04\/FT_16.04.01_regionalPrices_420.png?resize=420,968 420w\" sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" class=\"wp-image-24212 not-transparent\" src=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2016\/04\/FT_16.04.01_regionalPrices_420.png\" alt=\"In some states, the cost of living varies widely\" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">One factor complicating the minimum-wage discussion is that the cost of living varies widely \u2013 not just from state to state but <a href=\"http:\/\/fivethirtyeight.com\/features\/californias-15-minimum-wage-makes-a-lot-less-sense-outside-of-silicon-valley\/\" target=\"_blank\" rel=\"noopener noreferrer\">within individual states<\/a>, something that&#8217;s\u00a0especially true in large, diverse states such as California and New York.\u00a0The <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/2015\/08\/03\/the-real-value-of-a-15-minimum-wage-depends-on-where-you-live\/\" target=\"_blank\" rel=\"noopener noreferrer\">real value of $15<\/a> (that is, its purchasing power) very much depends on where you live: A wage that might be barely adequate in a big city could be well above the norm\u00a0in a rural small town.<\/p>\n\n<p class=\"wp-block-paragraph\">To get a handle on\u00a0those variations, we examined\u00a0data on \u201c<a href=\"http:\/\/www.bea.gov\/newsreleases\/regional\/rpp\/rpp_newsrelease.htm\" target=\"_blank\" rel=\"noopener noreferrer\">regional price parities<\/a>,\u201d or RPPs. The RPPs, developed by the federal Bureau of Economic Analysis, measure local price levels in each of\u00a0the nation\u2019s 381 metropolitan statistical areas and the non-metropolitan portions of states, relative to the overall national price level. (The Philadelphia area&#8217;s RPP of 107.9, for instance, indicates that the overall cost of living there is 7.9% higher than the U.S. average.) In each state, we calculated how much the area with the highest RPP, and hence the highest cost of living, was above the lowest-RPP (i.e., lowest-price) area.<\/p>\n\n<p class=\"wp-block-paragraph\"><!--more--><\/p>\n\n<p class=\"wp-block-paragraph\">Using the RPPs for 2013 (the latest set), the biggest gap was in Illinois: The price level in metropolitan Chicago, while only 6.6% above the national average, is 34.6% above the price level in Danville, a small city about 140 miles to the south that is the second-cheapest place to live in the nation.<\/p>\n\n<p class=\"wp-block-paragraph\">Not far behind Illinois\u00a0are California and New York, where the most-expensive metro areas are 33.2% and 31.9% higher, respectively, than the least-expensive places. The states with the smallest gaps, such as Idaho, Wyoming and Vermont, tend to be largely rural places with few (or no) big cities.<\/p>\n\n<p class=\"wp-block-paragraph\">Price disparities\u00a0can make a big difference when it comes to comparing wages. When we discussed this subject in a <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/2015\/08\/03\/the-real-value-of-a-15-minimum-wage-depends-on-where-you-live\/\" target=\"_blank\" rel=\"noopener noreferrer\">previous post<\/a>, we found that a $15 nationwide minimum wage would\u00a0yield $17.08 worth of purchasing power in Macon, Georgia, but only $12.26 in New York City,\u00a0once the differing price levels in the two cities were taken into account.<\/p>\n\n<p class=\"wp-block-paragraph\">A few caveats are in order. First,\u00a0about four dozen\u00a0metropolitan areas cover parts of two or more states; they were allocated to the state where a majority of the metro area&#8217;s population lives. Second, because our approach was based on\u00a0metro areas, Delaware and Rhode Island fell out of the final analysis. Two\u00a0of Delaware&#8217;s three counties are part of larger metro areas allocated to other states (Philadelphia and Salisbury, Md.); the third comprises the Dover metro area, where the cost of living is between the other two.\u00a0The entire state\u00a0of Rhode Island is within a single metro area; its cost of living is 0.7% below the national average.<\/p>\n\n<p class=\"wp-block-paragraph\">The Washington, D.C., metro area is a special case. Its central city is not in any state, and none of the three states it crosses into (Virginia, Maryland and West Virginia) contains a majority of the population. Accordingly, we treated metro D.C., where overall prices are 19.8% above the national average, as a stand-alone area. (The current minimum wages within metro\u00a0D.C. vary considerably: $10.50 in the District proper, $9.55 in Montgomery and Prince George&#8217;s counties, $8.25 in the rest of Maryland, $8.75 in West Virginia and $7.25, the federal minimum, in Virginia.)<\/p>\n\n<p class=\"wp-block-paragraph\">A couple of\u00a0states have tried to address regional wage\u00a0disparities in their minimum-wage laws. <a href=\"http:\/\/www.nytimes.com\/reuters\/2016\/04\/01\/us\/politics\/01reuters-new-york-budget-wages.html?_r=0\" target=\"_blank\" rel=\"noopener noreferrer\">New York&#8217;s increase<\/a>, for example, will phase in fully by 2018 in New York City, but not till 2021 in Westchester County and Long Island. Upstate, where the cost of living is considerably lower than in the New York metro area, the minimum wage is only guaranteed to reach $12.50 by 2021. And when <a href=\"http:\/\/www.oregonlive.com\/politics\/index.ssf\/2016\/03\/its_official_kate_brown_signs.html\" target=\"_blank\" rel=\"noopener noreferrer\">Oregon raised its minimum wage<\/a> earlier this year, it did so in geographic tiers: By 2022, the minimum (now $9.25 an hour statewide) will be $14.75 in\u00a0the metro\u00a0Portland, $13.50 in midsize counties and $12.50 in rural areas.<\/p>\n\n<figure class=\"wp-block-image aligncenter\"><a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/ft_16-04-01_regionalprices_minwage\/\" rel=\"attachment wp-att-279186\"><img data-dominant-color=\"efeadc\" data-has-transparency=\"false\" style=\"--dominant-color: #efeadc;\" loading=\"lazy\" decoding=\"async\" width=\"640\" height=\"325\"  srcset=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2016\/04\/FT_16.04.01_regionalPrices_minWage.png?resize=480,244 480w, https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2016\/04\/FT_16.04.01_regionalPrices_minWage.png?resize=640,325 640w\" sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" class=\"wp-image-24218 not-transparent\" src=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2016\/04\/FT_16.04.01_regionalPrices_minWage.png\" alt=\"FT_16.04.01_regionalPrices_minWage\" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">While large majorities of Americans (73% in a recent <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/politics\/2015\/12\/22\/as-election-year-nears-public-sees-mixed-economic-picture\/\" target=\"_blank\" rel=\"noopener noreferrer\">Pew Research Center<\/a> survey) support raising the minimum wage, there&#8217;s less agreement on what it should be raised to. In the same survey, only 11% said the federal hourly minimum should be $15 or more; most of those favoring an increase didn&#8217;t think the minimum should be higher than
