In 1950, according to our analysis of data from the <a href=\"http:\/\/esa.un.org\/unpd\/wpp\/DVD\/\" target=\"_blank\" rel=\"noopener noreferrer\">U.N.&#8217;s Population Division<\/a>, 8% of the continent&#8217;s population was 65 or older; by 1990 that share had risen to 12.7%, and this year it&#8217;s estimated to be 17.6%.<\/p>\n\n<p class=\"wp-block-paragraph\"><!--more-->In fact, 27 of the 30 countries and territories globally with the largest 65-and-older shares are in Europe. That includes six\u00a0European countries \u2013 Italy, Greece, Germany, Portugal, Finland and Bulgaria \u2013 where a fifth of the population or more is age 65 or older. (The only country with a higher 65-and-older percentage\u00a0is Japan, where 26.3% of the population is at least 65.)<\/p>\n\n<p class=\"wp-block-paragraph\">Coping with rising numbers of older people, and concomitant declines in working-age people, already is posing considerable social, economic and political challenges in countries such as <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/social-trends\/2015\/05\/21\/family-support-in-graying-societies\/\" target=\"_blank\" rel=\"noopener noreferrer\">Germany and Italy<\/a>, and likely will do so in other societies as they age (including the U.S., where 14.8% of the population now is 65 or older).<\/p>\n\n<p class=\"wp-block-paragraph\">Previous waves of non-European migration have already altered the culture and demographics of several European countries \u2013 think Turks in Germany, North Africans in France, or West Indians and Pakistanis in the United Kingdom. But the current wave of migration into Europe, <a href=\"http:\/\/www.oecd.org\/migration\/Is-this-refugee-crisis-different.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">unprecedented in its sheer scale<\/a>\u00a0since the end of World War II, could change the continent&#8217;s underlying dynamics.<\/p>\n\n<figure class=\"wp-block-image alignright\"><a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/2015\/10\/08\/refugee-surge-brings-youth-to-an-aging-europe\/ft_15-10-05_agingeuropeasylum_310px\/\" rel=\"attachment wp-att-274106\"><img data-dominant-color=\"eaebe7\" data-has-transparency=\"false\" style=\"--dominant-color: #eaebe7;\" loading=\"lazy\" decoding=\"async\" width=\"310\" height=\"306\"  srcset=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2015\/10\/FT_15.10.05_agingEuropeAsylum_310px.png?resize=310,306 310w\" sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" class=\"wp-image-24680 not-transparent\" src=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2015\/10\/FT_15.10.05_agingEuropeAsylum_310px.png\" alt=\"FT_15.10.05_agingEuropeAsylum_310px\" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">According to data compiled by <a href=\"http:\/\/ec.europa.eu\/eurostat\/web\/asylum-and-managed-migration\/data\/database\" target=\"_blank\" rel=\"noopener noreferrer\">Eurostat<\/a>, the European Union&#8217;s statistical agency, 81% of the 689,000 people who\u00a0had formally applied for asylum in EU countries this year (through August) were younger than 35; more than half (55%) were ages 18 to 34.\u00a0Hundreds of thousands more refugees are expected to arrive before year&#8217;s end; one news report states that German authorities expect <a href=\"http:\/\/www.smh.com.au\/world\/migrant-crisis\/eu-and-turkey-have-struck-plan-to-stem-flow-of-migrants-newspaper-20151004-gk140z.html\" target=\"_blank\" rel=\"noopener noreferrer\">as many as 1.5 million<\/a> asylum-seekers in that country this year.<\/p>\n\n<p>[Many migrants]<\/p>\n\n\n<p class=\"wp-block-paragraph\">But others are skeptical that migration, even on the scale being seen this year, can do much more than dent the long-term aging trend. A <a href=\"http:\/\/www.un.org\/esa\/population\/publications\/migration\/migration.htm\" target=\"_blank\" rel=\"noopener noreferrer\">2001 report<\/a> from the U.N.&#8217;s Population Division, for instance, estimated that Germany would need a net total of 17.8 million migrants between 1995 and 2050 (an average of 324,000 per year) to keep its overall population from shrinking; even then, the ratio of working-age people to elderly\u00a0would still fall.<\/p>\n\n<p class=\"wp-block-paragraph\">In addition, the near-term costs of managing the flow of refugees, providing them with <a href=\"http:\/\/www.nytimes.com\/2015\/10\/07\/world\/europe\/stuttgart-embraces-migrants-and-the-challenge-of-housing-them.html?hp&amp;action=click&amp;pgtype=Homepage&amp;module=second-column-region&amp;region=top-news&amp;WT.nav=top-news&amp;_r=0\" target=\"_blank\" rel=\"noopener noreferrer\">housing<\/a>, health care, education and other social assistance, and ultimately resettling and integrating them into new societies are daunting.\u00a0Germany, by far the preferred destination for the migrants, expects to spend <a href=\"http:\/\/www.nbcnews.com\/storyline\/europes-border-crisis\/billions-migrants-germany-spend-6-6b-800-000-newcomers-n422811\" target=\"_blank\" rel=\"noopener noreferrer\">$6.6 billion<\/a> this year alone. Turkey, which is not in the EU but houses more refugees than any other country (many of whom are making their way into EU countries) says it has spent <a href=\"http:\/\/www.reuters.com\/article\/2015\/09\/18\/us-mideast-migrants-turkey-idUSKCN0RI0N720150918\" target=\"_blank\" rel=\"noopener noreferrer\">$7.6 billion<\/a> so far this year. (Turkey may get some help from the EU, which has pledged to spend at least <a href=\"https:\/\/www.washingtonpost.com\/world\/european-leaders-struggle-over-deep-splits-on-migrant-crisis-efforts\/2015\/09\/23\/203d222e-6155-11e5-8475-781cc9851652_story.html\" target=\"_blank\" rel=\"noopener noreferrer\">$1.1 billion<\/a>\u00a0to aid nations bordering Syria that are housing millions of refugees from that\u00a0country&#8217;s civil war.)<\/p>\n\n<p class=\"wp-block-paragraph\">Aside from the cost, some countries have objected to taking refugees on religious, cultural or nationalistic grounds.\u00a0<span style=\"font-family: 'Georgia','serif'; color: #333333;\">Last month, for instance, Hungarian Prime Minister Viktor Orban<span class=\"apple-converted-space\">\u00a0<\/span><a href=\"https:\/\/euobserver.com\/migration\/130115\" target=\"_blank\" rel=\"noopener noreferrer\">stated bluntly<\/a><span class=\"apple-converted-space\">\u00a0<\/span>that &#8220;We do not want a large number of Muslims in our country.&#8221; Slovakia has said it will take Syrian refugees only if they&#8217;re Christian; an Interior Ministry spokesman<span class=\"apple-converted-space\">\u00a0<\/span><a href=\"http:\/\/www.bbc.com\/news\/world-europe-33986738\" target=\"_blank\" rel=\"noopener noreferrer\">told the BBC<\/a>, &#8220;We could take 800 Muslims but we don&#8217;t have any mosques in Slovakia so how can Muslims be integrated if they are not going to like it here?&#8221;<\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>Hundreds of thousands of mostly young refugees are
