Last month, the caucus <a href=\"https:\/\/chc-hinojosa.house.gov\/sites\/congressionalhispaniccaucus.house.gov\/files\/CHC%20Resolution.pdf\">urged the president<\/a> to take executive action on immigration by extending deportation relief to certain groups of unauthorized immigrants, such as parents of U.S.-born children.\u00a0Some immigrant advocates have <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/2014\/03\/11\/americans-split-on-deportations-as-latinos-press-obama-on-issue\/\">dubbed Obama the \u201cdeporter in chief\u201d<\/a> over the fact that his administration has deported about as many immigrants in five years as the George W. Bush administration deported in eight years.<\/p>\n\n<p class=\"wp-block-paragraph\">During his speech, <a href=\"http:\/\/www.reuters.com\/article\/2014\/10\/02\/us-usa-obama-latino-idUSKCN0HR09F20141002\">Obama is expected<\/a> to reiterate his pledge to make changes to immigration policy on his own, something he <a href=\"http:\/\/www.washingtonpost.com\/blogs\/post-politics\/wp\/2014\/09\/06\/obama-to-delay-executive-action-on-immigration-until-after-election\/\">said he will do after <\/a>the November midterm elections.\u00a0<!--more--><\/p>\n\n<p class=\"wp-block-paragraph\">The record number of deportations comes even as <a href=\"http:\/\/www.uscis.gov\/sites\/default\/files\/USCIS\/Resources\/Reports%20and%20Studies\/Immigration%20Forms%20Data\/All%20Form%20Types\/DACA\/DACA_fy2014_qtr3.pdf\">580,946 young<\/a> unauthorized immigrants have received relief from deportation and work permits since 2012 under a policy called Deferred Action for Childhood Arrivals.<\/p>\n\n<p class=\"wp-block-paragraph\">In Pew Research Center surveys, Hispanics have expressed disapproval of the growing number of deportations during the Obama administration. <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/2014\/03\/11\/americans-split-on-deportations-as-latinos-press-obama-on-issue\/\">Six-in-ten Hispanic adults<\/a> in February said the increased number of deportations of unauthorized immigrants is a \u201cbad thing,\u201d while the U.S. general public was divided on the issue. And while <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/hispanic\/2013\/12\/19\/on-immigration-policy-deportation-relief-seen-as-more-important-than-citizenship\/ph-2013-12-immigration-02-06\/\">89% of Hispanics<\/a>\u00a0in 2013 said they support a pathway to citizenship for unauthorized immigrants who meet certain requirements, <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/hispanic\/2013\/12\/19\/on-immigration-policy-deportation-relief-seen-as-more-important-than-citizenship\/ph-2013-12-immigration-01-01\/\">a majority (55%) said deportation relief<\/a> is more important than a pathway to citizenship for this population.<\/p>\n\n<p class=\"wp-block-paragraph\">Most of the growth in the number of deported immigrants has come from those deported for reasons other than a criminal conviction. In 2013, 240,000 deported immigrants did not have a previous criminal conviction, up from 218,000 in 2012. Meanwhile, the number of deportations of those <em>with<\/em> a criminal conviction has stalled at around 200,000 for the past two fiscal years.<\/p>\n\n<p class=\"wp-block-paragraph\">One distinct feature of the record number of deportations is the increasing share of deportations by U.S. Customs and Border Protection after border apprehension. In 2013, 25% of all deportations were carried out by the agency, up from 17% in 2012. Meanwhile, the number of deportations carried out by U.S. Immigration and Customs Enforcement, which deports people caught both at the border and the interior of the country, <a href=\"http:\/\/www.ice.gov\/removal-statistics\/\">fell in 2013<\/a> compared with 2012.<\/p>\n\n<p class=\"wp-block-paragraph\">Another change is that in 2013, a record 363,000 (83%) of deportations were carried out without appearing before a judge \u2013 either through an order issued by an enforcement agent (called expedited removal) or by using a previous order of deportation (called reinstatement of final orders). This is due to <a href=\"http:\/\/fas.org\/sgp\/crs\/homesec\/R42138.pdf\">a 2005 shift in policy<\/a> that has increased the likelihood of being deported after apprehension.<\/p>\n\n<p class=\"wp-block-paragraph\">This rise in the number of deportations also coincides with stalled growth of the <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/hispanic\/2014\/09\/03\/as-growth-stalls-unauthorized-immigrant-population-becomes-more-settled\/#policy-and-public-opinion\">U.S. unauthorized immigrant<\/a> population since 2009, and a more recent rise in the <a href=\"http:\/\/www.cbp.gov\/sites\/default\/files\/documents\/U.S.%20Border%20Patrol%20Fiscal%20Year%20Apprehension%20Statistics%201960-2013.pdf\">number of apprehensions<\/a> at the U.S.-Mexico border. In 2013, there were 414,000 apprehensions at the southwest border, a rise of 27% over 2011 (the most recent low in apprehensions).<\/p>\n\n<p class=\"wp-block-paragraph\">Also, a new shift in migration patterns emerged over the last two years: <a href=\"http:\/\/www.nytimes.com\/2014\/10\/02\/us\/deportation-up-in-2013-border-sites-were-focus.html?_r=1\">more Central American<\/a> immigrants and <a href=\"http:\/\/www.cbp.gov\/newsroom\/stats\/southwest-border-unaccompanied-children\">unaccompanied children<\/a> crossing the border. These trends have led to an <a href=\"http:\/\/www.dhs.gov\/publication\/immigration-enforcement-actions-2013\">increase in apprehensions<\/a> at the U.S.-Mexico border. On the other hand, the number of Mexican immigrants apprehended at the border and the interior has continued to decline from a high of <a href=\"http:\/\/www.dhs.gov\/xlibrary\/assets\/statistics\/publications\/enforcement_ar_07.pdf\">1.1 million in 2005<\/a> to <a href=\"http:\/\/www.dhs.gov\/publication\/immigration-enforcement-actions-2013\">425,000 in 2013<\/a>.<\/p>","protected":false},"excerpt":{"rendered":"<p>The Obama administration deported a record
