But whatever impact the latest events have on international opinion about Putin, views about him in the U.S. and allied countries had already turned negative compared with when he was first elected to office in 2000.<!--more--><\/p>\n\n<p class=\"wp-block-paragraph\">A <a href=\"http:\/\/www.gallup.com\/poll\/167402\/americans-views-russia-putin-worst-years.aspx\">Gallup poll<\/a> conducted Feb. 6-9 found that 63% of Americans had an unfavorable view of Putin, the highest ever in its polling. That followed a year of U.S.-Russian tensions that included sharp differences over Syria, Russia\u2019s decision to grant asylum to NSA leaker Edward Snowden and Putin\u2019s <a href=\"http:\/\/www.nytimes.com\/2013\/09\/12\/opinion\/putin-plea-for-caution-from-russia-on-syria.html?pagewanted=all\">op-ed piece in the New York Times<\/a> taking issue with President Obama\u2019s evocation of American exceptionalism.<\/p>\n\n<figure class=\"wp-block-image alignright\"><a href=\"https:\/\/assets.pewresearch.org\/wp-content\/uploads\/sites\/12\/2014\/03\/FT_14.03.20_ConfidenceinLeaders-Putin-420px.png\"><img data-dominant-color=\"f6f5f4\" data-has-transparency=\"false\" style=\"--dominant-color: #f6f5f4;\" loading=\"lazy\" decoding=\"async\" width=\"420\" height=\"581\"  srcset=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2014\/03\/FT_14.03.20_ConfidenceinLeaders-Putin-420px.png?resize=420,581 420w\" sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" class=\"wp-image-26747 not-transparent\" alt=\"U.S., Europe have increasingly dim view of Vladimir Putin\" src=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2014\/03\/FT_14.03.20_ConfidenceinLeaders-Putin-420px.png\" ><\/a><\/figure>\n\n<p class=\"wp-block-paragraph\">More than a decade ago, the polling showed a different picture of Russia\u2019s leader. In 2002, 41% of Americans had favorable views of Putin and just 18% had a negative one in Gallup\u2019s polling.<\/p>\n\n<p class=\"wp-block-paragraph\">Gallup\u2019s results on Putin have been echoed in polls since January by <a href=\"http:\/\/cnnpoliticalticker.files.wordpress.com\/2014\/02\/rel3c.pdf\">CNN<\/a> and the <a href=\"http:\/\/www.langerresearch.com\/uploads\/1144a33SochiOlympics.pdf\">Washington Post\/ABC News<\/a> and continued a negative trend reflected in polling by the <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/global\/question-search\/?qid=721&amp;cntIDs=&amp;stdIDs\">Pew Research Center<\/a>.<\/p>\n\n<p class=\"wp-block-paragraph\"><span style=\"line-height: 1.5em;\">Asked how much confidence they had in Putin to do the right thing in world affairs, 54% of Americans answered \u201cnot too much\u201d or \u201cnone at all\u201d in a 2012 survey, an increase of seven points compared with 2003. In 2012, just 28% said they had \u201ca lot\u201d or \u201csome\u201d confidence in the Russian leader.<\/span><\/p>\n\n<p class=\"wp-block-paragraph\"><span style=\"line-height: 1.5em;\">But the public opinion changes were even more marked among the U.S.\u2019s allies in Europe. In Britain, those saying they had little or no confidence in Putin to do the right thing jumped to 70% in 2012 from 36% in 2003; in France, it increased to 88% from 52%; and, in Germany, to 77% from 24%.<\/span><\/p>\n\n<p class=\"wp-block-paragraph\"><span style=\"line-height: 1.5em;\">In Poland, where its neighbor\u2019s intentions have been a concern since Soviet times, 74% of the public said they had little or no confidence in Putin to do the right thing, similar to findings in 2008 and 2007.<\/span><\/p>\n\n<p class=\"wp-block-paragraph\">\u00a0<\/p>","protected":false},"excerpt":{"rendered":"<p>Vladimir Putin\u2019s third term as Russia\u2019s president had already been marked by clear signs of his intention to reassert his country as a world power before his move to annex Crimea.
