The most recent NDCP data is from 2018 and expressed in 2022 real dollars to account for inflation. Some widely cited <a href=\"https:\/\/www.childcareaware.org\/thechildcarestandstill\/\">private organizations and advocacy groups<\/a> have released their own, much more recent estimates.<strong> <\/strong>But these estimates do not provide as much detail about breaks by population size, the child\u2019s age, etc., as do the Department of Labor estimates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For data on the inflation of day care and preschool prices since January 2020, we used the U.S. Bureau of Labor Statistics\u2019 widely cited inflation metric, the <a href=\"https:\/\/www.bls.gov\/cpi\/data.htm\">Consumer Price Index for All Urban Consumers<\/a> (CPI-U); this data is not seasonally adjusted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More information about the Center surveys cited in this analysis, including the questions and methodology, can be found at the links in the text.<\/p>\n\n<\/div><\/div>\n\n\n<p class=\"is-style-has-big-number wp-block-paragraph\"><strong>Child care costs vary widely in the United States. <\/strong>In 2018, the median annual cost of child care for one child \u2013 expressed in 2022 dollars \u2013 ranged from $5,357 to $17,171, <a href=\"https:\/\/www.dol.gov\/sites\/dolgov\/files\/WB\/NDCP\/508_WB_IssueBrief-NDCP-20230213.pdf\">according to the latest available estimates from the U.S. Department of Labor<\/a>. And costs are higher in more heavily populated areas of the country. For example, the median annual cost of child care for infants under 2 years old in center-based programs in 2018 ranged from $8,310 in counties with fewer than 100,000 inhabitants to $17,171 in counties with populations of 1 million people or more. (These costs are again expressed in 2022 dollars.)<\/p>\n\n\n\n<p class=\"is-style-has-big-number wp-block-paragraph\"><strong>Many families spend a sizable share of their income on child care, <\/strong>according to the same Department of Labor estimates. In a given county, the median cost per child for paid care in 2018 was anywhere from 8.0% to 19.3% of the median household income in that county, depending on the age of the child, the type of child care program and the size of the county.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The most expensive form of child care in 2018 was for infants in center-based programs. The median cost per child of those programs in small counties was 12.3% of the median household income in those areas that year. The share rose to 13.9% in medium-sized counties, 15.7% in large counties and 19.3% in very large counties with 1 million people or more.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s important to keep in mind that these figures are expressed as a share of counties\u2019 <em>median<\/em> family incomes. This means that lower-income families may spend even larger shares of their annual incomes on paid care per child.<\/p>\n\n\n\n<p class=\"is-style-has-big-number wp-block-paragraph\"><strong>Some forms of child care have become considerably more expensive since the coronavirus pandemic began. <\/strong>Between January 2020 and September 2024, the price of day care and preschool rose about 22%, according to data from <a href=\"https:\/\/www.bls.gov\/cpi\/data.htm\">the Bureau of Labor Statistics<\/a>\u2019 Consumer Price Index for All Urban Consumers (CPI-U). And it\u2019s up 6% just since September 2023. <\/p>\n\n\n\n<p class=\"is-style-default wp-block-paragraph\">(In the CPI-U, the <a href=\"https:\/\/www.bls.gov\/cpi\/additional-resources\/entry-level-item-descriptions.htm#:~:text=tuition%20and%20fees.-,Education%20and%20Communication,-EB031\">day care and preschool item<\/a> covers costs for preschool-age children, including pre-K educational programs and supervision by \u201cindividuals whose occupation is to regularly care for pre-elementary school children.\u201d It excludes expenses for occasional babysitting or nannying, kindergarten, camps or after-school programs.)<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-640-wide is-resized\"><a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/?attachment_id=190040\"><img data-dominant-color=\"e4e9e8\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\" width=\"620\" height=\"1304\"  sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" srcset=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2024\/10\/SR_24.10.25_child-care_2.png?resize=480,1010 480w, https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2024\/10\/SR_24.10.25_child-care_2.png?resize=620,1304 620w\" src=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2024\/10\/SR_24.10.25_child-care_2.png?w=620\" alt=\"A bar chart showing that nearly 4 in 10 lower-income parents in the U.S. reported challenges paying for child care in 2022.\" class=\"wp-image-190040 not-transparent\" style=\"--dominant-color: #e4e9e8; width:310px\" \/><\/a><\/figure>\n\n\n\n<p class=\"is-style-has-big-number wp-block-paragraph\"><strong>For some parents, child care costs can be a source of financial stress. <\/strong>Two-in-ten parents who say they need child care reported in <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/2022\/12\/07\/one-in-four-u-s-parents-say-theyve-struggled-to-afford-food-or-housing-in-the-past-year\/\">a fall 2022 Center survey<\/a> that there were times in the previous 12 months when they didn\u2019t have enough money to pay for it. Parents with lower incomes (38%) were especially likely to report challenges paying for child care that year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some working parents also worry about how unexpected child care emergencies could affect their jobs. In the fall 2022 survey, 19% of employed parents said that they\u2019d be extremely or very worried about losing pay if they had to take a day or two off work to help a sick child or because of child care issues. This share reached 45% among lower-income parents who work. And 22% of working parents in this income group said they\u2019d be highly worried about <em>losing<\/em> <em>their job<\/em> if they had to take time off because of child care problems.<\/p>\n\n\n\n<p class=\"is-style-has-big-number wp-block-paragraph\"><strong>A majority of Americans say providing free child care would encourage more people to have kids. <\/strong>The U.S. fertility rate <a href=\"https:\/\/www.cdc.gov\/nchs\/pressroom\/nchs_press_releases\/2024\/20240525.htm\">reached a historic low in 2023<\/a>, and Americans are much more likely to perceive negative than positive effects of fewer people having children in the future, <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/2024\/08\/02\/what-do-americans-think-about-fewer-people-choosing-to-have-children\/\">according to a spring 2024 Center survey<\/a>. Against this backdrop, 60% of U.S. adults say the federal government providing free child care would be extremely or very effective at encouraging more people to have kids in the future.<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-640-wide is-resized\"><a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/?attachment_id=190041\"><img data-dominant-color=\"e4e6e3\" data-has-transparency=\"false\" loading=\"lazy\" decoding=\"async\"  srcset=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2024\/10\/SR_24.10.25_child-care_3.png?resize=480,485 480w, https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2024\/10\/SR_24.10.25_child-care_3.png?resize=782,789 782w, https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2024\/10\/SR_24.10.25_child-care_3.png?resize=840,848 840w\" sizes=\"(max-width: 480px) 480px, (max-width: 782px) 782px, 640px\" height=\"646\" width=\"640\" src=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/wp-content\/uploads\/sites\/20\/2024\/10\/SR_24.10.25_child-care_3.png?w=640\" alt=\"A bar chart showing that a majority of Americans say providing free child care would encourage more people to have children.\" class=\"wp-image-190041 not-transparent\" style=\"--dominant-color: #e4e6e3; width:420px\" \/><\/a><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">About half of Americans \u2013 regardless of whether they would actually support these policies \u2013 also say requiring employers to provide paid family leave (51%) and providing more tax credits for parents (49%) would be highly effective.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/social-trends\/2024\/07\/25\/the-experiences-of-u-s-adults-who-dont-have-children\/#reasons-for-not-having-children\">separate Center survey in spring 2024<\/a> found that general affordability concerns play a role in younger Americans\u2019 decisions about having children. Among adults under 50 who don\u2019t have children and say they\u2019re unlikely to ever do so, 36% say a major reason why is that they can\u2019t afford it.
