This trend has led some experts to worry about the <a href=\"https:\/\/www.cnbc.com\/2025\/05\/30\/us-birth-rate-decline-outpaces-policy-response-raising-concerns.html\">economic consequences<\/a> of a shrinking population. And the federal government has recently been <a href=\"https:\/\/abcnews.com\/Politics\/trump-administration-5000-baby-bonus-incentivize-public-children\/story?id=121094707\">considering incentives<\/a> to increase the birth rate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The country\u2019s <em>total fertility rate<\/em> \u2013 the number of children an average woman is expected to have in her lifetime \u2013 has trended mostly downward since the Great Recession of 2007 to 2009. The information used to calculate these measures come from U.S. birth certificates.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The trend in the number of children ever born comes from an analysis of the Current Population Survey\u2019s <a href=\"https:\/\/www.census.gov\/programs-surveys\/cps.html\">June Fertility Supplement<\/a>. This information is self-reported. The microdata files we used for this analysis were provided by <a href=\"https:\/\/cps.ipums.org\/cps\/\">IPUMS<\/a> from the University of Minnesota. IPUMS standardizes variable names and coding across years as much as possible, making it easier to analyze data over time.<\/p>\n<\/details>\n\n\n\n<h4 id=\"what-are-the-various-ways-to-measure-fertility-rates\" class=\"wp-block-heading\">What are the various ways to measure fertility rates?<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>general fertility rate (GFR) <\/strong>is the number of births per 1,000 women ages 15 to 44. By this measure, national fertility hit its lowest point on record in 2024, when there were fewer than 54 babies born for every 1,000 U.S. women in their childbearing years. The GFR has fallen almost every year since the Great Recession, and preliminary data suggests it <a href=\"https:\/\/www.cdc.gov\/nchs\/data\/vsrr\/vsrr043.pdf\">dipped even further in 2025<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GFR is shaped by the age distribution of women in their childbearing years: ages 15 to 44. Nowadays, women most often have children in their late 20s and early 30s. If most U.S. women ages 15 to 44 were in their teens and 40s, then the GFR would be <em>lower<\/em> because fewer women overall would be in the most common childbearing ages.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>total fertility rate (TFR) <\/strong>is an estimate of the number of children an average woman is <em>expected<\/em> to have in her lifetime, using present trends. Unlike the other common fertility measures, the TFR is hypothetical. It\u2019s based on how many babies were born to women across five-year age groups (15 to 19, 20 to 24, and so on) in a given year. The TFR calculates the number of children a woman would have in her lifetime if she experienced these age-specific fertility rates throughout all her reproductive years.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The TFR hit its lowest point at 1.60 in 2024. That means the average U.S. woman would be expected to have 1.60 children in her lifetime <em>if <\/em>her fertility at every age matched rates in 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>number of children ever born <\/strong>is simply the average number of children that women ages 40 to 44 \u2013 that is, those who have typically finished\u00a0having children \u2013 have had. But this measure doesn\u2019t tell us anything about fertility of younger women today. It also doesn\u2019t capture a <a href=\"https:\/\/www.axios.com\/2025\/04\/24\/pregnancy-age-birth-rate-cdc-fertility\">small but growing group<\/a> of women who have children later in their 40s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This number has hovered around 1.90 to 2.00 since 1990. It bottomed out in 2006, when women ages 40 to 44 had 1.86 children on average. As of 2024, the typical woman in her early 40s had 1.92 children.<\/p>\n\n\n\n<h4 id=\"why-do-different-fertility-rates-show-different-trends\" class=\"wp-block-heading\">Why do different fertility rates show different trends?<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The GFR and the TFR generally show similar downward trends. But the number of children ever born suggests more stability in recent decades. This is because the GFR and TFR are affected by <em>when <\/em>in life women have children, while children ever born is not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It\u2019s important to remember that the GFR and TFR reflect births of the present, not births over a woman\u2019s lifetime. When women delay having children, there will typically be fewer births in a given year, which can lower the GFR and TFR. But if women go on to have children later in life, they may still have the same total number of children over their lifetimes as in previous generations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The GFR and TFR have declined since the Great Recession, but the number of children ever born has remained steady since the early 1990s. <strong>Women are continuing to have children later in life, but whether younger women will have fewer children in their lifetimes than previous generations remains to be seen.<\/strong><\/p>\n\n\n\n<h4 id=\"why-have-fertility-rates-been-falling\" class=\"wp-block-heading\">Why have fertility rates been falling?<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Many factors have contributed to declines in the GFR and TFR, including: &nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><em>Delayed fertility.<\/em> Women\u2019s average age at first birth has risen, while births to U.S. teens and women in their early 20s <a href=\"https:\/\/www.cdc.gov\/nchs\/data\/nvsr\/nvsr74\/nvsr74-3.pdf\"><span style=\"text-decoration: underline\">have fallen dramatically<\/span><\/a>. Births for women in their late 20s have held steady, and births for women in their 30s and early 40s have risen.<\/li>\n\n\n\n<li style=\"padding-top:var(--wp--preset--spacing--30);padding-bottom:var(--wp--preset--spacing--30)\"><em>Changing norms.<\/em> Ideas about <a href=\"https:\/\/www.nytimes.com\/2026\/02\/27\/us\/politics\/us-birthrate-decline-women.html#:~:text=Researchers%20said%20that,weight%20of%20responsibility.\"><span style=\"text-decoration: underline\">when it\u2019s best to have children<\/span><\/a> have been changing in the U.S. Many people nowadays want to have children after they\u2019ve completed their education, landed a stable job and found a committed partner.<\/li>\n\n\n\n<li><em>Economic conditions.<\/em> For a long time, fertility patterns <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/social-trends\/2011\/10\/12\/in-a-down-economy-fewer-births\/\"><span style=\"text-decoration: underline\">closely followed the country\u2019s economic well-being<\/span><\/a>, so it made sense that the TFR declined during the Great Recession. However, it did not bounce back like the economy did in the 2010s.<\/li>\n<\/ul>\n\n\n\n<h4 id=\"what-do-americans-think\" class=\"wp-block-heading\">What do Americans think?<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">In 2025, we asked Americans what type of <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/2025\/09\/30\/growing-share-of-americans-say-fewer-people-having-kids-would-negatively-impact-the-us\/\">impact they think it would have<\/a> on the U.S. if fewer people chose to have children.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Over half (53%) said the impact would be negative.<\/li>\n\n\n\n<li style=\"padding-top:var(--wp--preset--spacing--30);padding-bottom:var(--wp--preset--spacing--30)\">20% said it would be positive.<\/li>\n\n\n\n<li>26% said it would be neither positive nor negative.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Despite these concerns, a majority of Americans (56%) say the federal government should not have a role in encouraging more people to have children.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Among those who do think the government should play a role in this, two of six specific policies we asked about received majority support across political parties:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li style=\"padding-bottom:var(--wp--preset--spacing--30)\">Providing more tax credits for parents (82% of Democrats and Democratic leaners and 81% of Republicans and GOP leaners said they would favor this)<\/li>\n\n\n\n<li>Requiring employers to provide paid family leave (85% and 67%)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Related: <\/em><\/strong><a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/short-reads\/2025\/03\/19\/best-age-to-get-married-have-a-child-buy-a-home-and-retire-heres-what-americans-say\/\"><em>Best age to get married, have a child, buy a home and retire?
