To continue tracking how the public views the U.S. system for presidential elections, we surveyed 9,720 U.S. adults from Aug. 26 to Sept. 2, 2024.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Everyone who took part in the current survey is a member of Pew Research Center\u2019s American Trends Panel (ATP), an online survey panel that is recruited through national, random sampling of residential addresses. This way nearly all U.S. adults have a chance of selection. The survey is weighted to be representative of the U.S. adult population by gender, race, ethnicity, partisan affiliation, education and other categories. Read more about the <a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/methods\/u-s-survey-research\/american-trends-panel\/\">ATP\u2019s methodology<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here are the questions used for this analysis, along with responses, and its methodology.<\/p>\n\n<\/div><\/div>\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.usa.gov\/electoral-college\">Electoral College<\/a> allocates a number of electors based on how many senators and representatives each state has in Congress (plus three electors for the District of Columbia, for a total of 538). But a recent \u2013 <a href=\"https:\/\/apnews.com\/article\/trump-presidential-election-nebraska-9e50607926915b1a6b34a8d1ac2fd40f\">as yet unsuccessful<\/a> \u2013 effort to change how Nebraska awards its electoral votes has highlighted the prospect of a <a href=\"https:\/\/www.washingtonpost.com\/politics\/2024\/09\/23\/harris-trump-president-election-2024-maps\/?pwapi_token=eyJ0eXAiOiJKV1QiLCJhbGciOiJIUzI1NiJ9.eyJyZWFzb24iOiJnaWZ0IiwibmJmIjoxNzI3MDY0MDAwLCJpc3MiOiJzdWJzY3JpcHRpb25zIiwiZXhwIjoxNzI4NDQ2Mzk5LCJpYXQiOjE3MjcwNjQwMDAsImp0aSI6IjA3ODE4ZDY2LWY1MWMtNGZhOC1hYjJmLWI2ZGY4MzYxYjcwYSIsInVybCI6Imh0dHBzOi8vd3d3Lndhc2hpbmd0b25wb3N0LmNvbS9wb2xpdGljcy8yMDI0LzA5LzIzL2hhcnJpcy10cnVtcC1wcmVzaWRlbnQtZWxlY3Rpb24tMjAyNC1tYXBzLyJ9.aFKs2_6S1wo126uarXX9uf9jymEir-Y36iv2fObDV_8\">narrow Electoral College victory<\/a> for either candidate in an extremely close race.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><em>Related: <\/em><\/strong><a href=\"https:\/\/beta.pewresearch.org\/pewresearch-org\/politics\/2024\/09\/09\/in-tied-presidential-race-harris-and-trump-have-contrasting-strengths-weaknesses\/\"><em>In Tied Presidential Race, Harris and Trump Have Contrasting Strengths, Weaknesses<\/em><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As has been the case for more than two decades, there are wide partisan differences in attitudes about the Electoral College:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Eight-in-ten Democrats and Democratic-leaning independents favor replacing the Electoral College with a popular vote system.<\/li>\n\n\n\n<li>Republicans and Republican leaners are more evenly divided: 53% favor keeping the Electoral College, while 46% would prefer to replace it.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"focus-on-the-electoral-college\">Focus on the Electoral College<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">In 48 states and D.C., the candidate who receives the most votes in that state is awarded all of its electoral votes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nebraska and Maine have a different approach, allocating two electoral votes to the candidate who wins the most votes statewide and one to the winner of each congressional district. Some Republicans have been pressing to change Nebraska\u2019s rules so that the statewide winner gets all five of its electoral votes. This would likely work to former President Donald Trump\u2019s advantage, given Nebraska\u2019s <a href=\"https:\/\/www.270towin.com\/states\/Nebraska\">consistent support of GOP presidential candidates<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A candidate must win a majority of the 538 electoral votes to become president. <a href=\"https:\/\/www.archives.gov\/electoral-college\/faq#:~:text=If%20no%20candidate%20receives%20a,received%20the%20most%20electoral%20votes.\">If no candidate wins a majority<\/a>, the election outcome is decided by the U.S. House of Representatives, with each state\u2019s delegation casting one vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under the current electoral system in the United States, the winner of the popular vote may not secure enough Electoral College votes to win the presidency.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>This occurred in both the 2000 and 2016 elections. George W. Bush and Donald Trump, respectively, won these elections with clear Electoral College victories, but they did not win the most votes nationwide.<\/li>\n\n\n\n<li>In 2020, while President Joe Biden won the popular vote by more than 7 million votes, his Electoral College victory was decided by <a href=\"https:\/\/www.npr.org\/2020\/12\/02\/940689086\/narrow-wins-in-these-key-states-powered-biden-to-the-presidency\">fewer than 50,000 votes<\/a> in a few close states.<\/li>\n\n\n\n<li>As a result of the Electoral College system, there is outsize attention to outcomes in a handful of <a href=\"https:\/\/www.cookpolitical.com\/ratings\/presidential-race-ratings\">battleground states<\/a>. One used the language that we and other organizations had used in prior years, with the reform option asking about \u201camending the Constitution so the candidate who receives the most votes nationwide wins the election.\u201d The other version asked about \u201cchanging the system so the candidate who receives the most votes nationwide wins the election.\u201d The January 2020 survey revealed no substantive differences between asking about \u201camending the Constitution\u201d and \u201cchanging the system.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We conducted this experiment in large part because reforming the way presidents are selected does not technically require amending the Constitution. The <a href=\"https:\/\/www.nationalpopularvote.com\/written-explanation\">National Popular Vote Interstate Compact<\/a>, for example, could theoretically accomplish it without a constitutional amendment. Since there was no substantive difference in the survey results between the two question wordings, we have adopted the revised wording, which references \u201cchanging the
